In Short Term
- Food safety should be guaranteed in the region.
- Gradually-increasing aid should be made to Gaza.
- Political and economic obstacle to aid delivery should be removed.
- Arbitrary obstacles against crossings from and into Gaza should be removed.
- Economic and political embargo on Gaza should be ended immediately.
- To stop Israeli strikes Muslim states should agree in principle to act together in the Organization of the Islamic Conference, the Arab League and the United Nations.
In Medium Term:
- Gazan people should be provided with employment opportunities. To this end, Israeli restrictions on the Gazan labor force should be removed.
- Export of Palestinian products should be taken under international guarantee; foreign countries should set quotas to import Palestinian products.
- Investments that will end Palestine’s dependence on Israel in energy should be promoted; an international mechanism should be set up to protect energy infrastructure.
- Functioning of the industrial zone built under the initiative of the Union of Chambers and Commodity Exchanges of Turkey in Erez region should secured.
- To enable Gazan students carry on their education and training of labor force tuitions and expenditure of the students should funded by foreign aid.
In Long Term
- Mediation should be provided to form a unity government in Palestine.
- The formation of an independent Palestinian state with equal rights as Israel should be accelerated.
- If Israel refuses to negotiate, Palestinian civil servants and workers should be employed immediately and their salaries should be paid from a fund to be set up until a Palestinian state is founded.
What Turkey can Do
- As a leading representative of culture of coexistence in the region for centuries Turkey can play the role of a mediator benefitting from its historical and cultural experiences. To this end Turkey can do the following: It can harbor mediation and if required secret meetings to reconcile Hamas and al-Fatah.
- The Turkey-Palestine Friendship Group can play a constructive role by supporting more active efforts, organizing visits to the region and inviting Palestinian groups to Turkey.
- Considering its obligations required by bilateral cooperation agreements with Israel, Turkey can try to persuade the Tel Aviv administration to comply by international agreements. Furthermore, it can threaten to review at issue agreements to force Israel to negotiations.
- Turkey can offer sending teams of exports to Gaza for economic, political and military observations just as it sent a team of export to observe excavations made at the Temple Mount.
- An urgent Palestine peace conference should be organized by the General Secretariat of the Organization of the Islamic Conference to break the monopoly of the West in Palestine peace initiatives.
- Import of Palestinian goods should be encouraged and campaigns should be launched by the Turkish International Cooperation and Development Agency to persuade Turkish businessmen initiate investments in Gaza.
- Each year at least 50 Palestinian students with different majors should be brought to Turkey and their education should be funded.
